SOAR represents nearly 100 volunteer school districts across Ohio. It houses one of the largest value-added initiatives in the country. SOAR districts represent a mix of the following:
- Geographic regions of the state
- Urban, rural and suburban districts
- Wealthy and poor districts
- High-performing and under-performing districts
- Large and small
- Administer similar tests
