A data-based approach to improvement, using multiple measures, allows educators to identify and understand relationships that might explain the variation between effective and ineffective practices. To personalize learning, educators must be able to access and interpret multiple data sources, such as value-added analysis, student projection, and formative assessment data.

The most well-intentioned improvement efforts can fail not because they weren't good ideas, but because they lacked a thoughtful approach to communicating and managing change.
